When a VDS is created
The provision queue runs after payment is verified. No server is created while AutoVM is off.
While an order waits for payment, the provision task stays queued.
The task is not completed unless the AutoVM address, key and feature flag are all set.
That is deliberate. An incomplete profile does not create a server quietly.
